As covered by the New York Times, the 2021 Diversity in Public Sector Hiring Report identifies where drop-offs take place in the public sector recruitment process because of race, ethnicity, and gender. Despite over-indexing on public sector applications, eligible minority candidates are hired at a much lower rate. For example, eligible Black female candidates are 58% less likely to be hired than eligible White male candidates.
Our report reveals the hiring stages where minority candidates are being excluded and points to ways that agencies can reduce bias in their own hiring.
